RELATING TO MILITARY INSTALLATIONS.

Requires a county planning department or petitioner to notify the authorities of a military installation of a proposed zoning change or district boundary amendment. Requires a county or the LUC to request from the commanding officer of the military installation written comments and supporting facts relating to the use of the land being considered for a zoning change or district boundary amendment. Requires a county land use decision-making authority or the LUC to review and consider the impact of a proposed zoning change or district boundary amendment on a military installation and the rest of the community. MAKING AN APPROPRIATION FOR EXPENSES OF THE 2005 NATIONAL ASSOCIATION OF COUNTIES ANNUAL CONFERENCE AND EXPOSITION IN HONOLULU.

Appropriates funds for the expenses of hosting the 2005 National Association of Counties Annual Conference and Exposition at the Hawaii convention center. (HB429 HD1)

RELATING TO TAXATION.

RELATING TO PUBLIC MEETINGS.

Clarifies that two members of a board, but less than the number of members which would constitute a quorum, may discuss official board business outside of a meeting, limited only by the requirement that no commitment to vote is made or sought. Also allows two or more members of a board, but less than the number of members which would constitute a quorum, to discuss matters relating to official board business at meetings of another board or at public hearings of the Legislature. RELATING TO COUNTIES.

Extends the several counties' authority to regulate billboards and other outdoor advertising devices to include the airspace or waters beyond the boundaries of a county that are visible from any public place within the county.
