Clarifies that, under the marine life conservation program, state marine waters shall extend from the upper reaches of the wash of the waves on shore seaward for three nautical miles, which constitutes the State's police power and management authority. (HB791 HD1)

Prohibits DHS from restricting payment for or a recipient's access to psychotropic medication, requires DHS to establish presumptive eligibility for psychotropic medication coverage until a decision is made, and exempts licensed providers from preauthorization for prescription psychotropic medication. RELATING TO SOCIAL WORKERS.

Requires a social worker/human services professional with a social work degree to be called a social worker and all others to be called human services professionals. Requires DHRD to develop a plan for separating the social worker/human services professional class into two separate classes. Requires new state social workers and all federal and county social workers to be licensed beginning 7/1/07. Prohibits DHRD from eliminating the social worker class. Exempts employees of the Hawaii paroling authority. (SD2)
