RELATING TO HAWAII HEALTH SYSTEMS CORPORATION.

Exempts HHSC from requirements applicable to all procurement contracts and all contracts made by state agencies to provide health or human services.

RELATING TO HEALTH INSURANCE.

Establishes the circumstances under which insurers, mutual benefit societies, and health maintenance organizations are required to provide employers with employer-sponsored group health claims experience. Establishes what type of information can be requested and provided.

RELATING TO HEALTH INSURANCE.

Prohibits inclusion of clause that allows an insurer, mutual benefit society, or HMO full discretionary authority to set type and scope of medical coverage to be provided in health insurance contracts with employers issued after 12/31/2005.

RELATING TO THE BOARD OF DENTAL EXAMINERS EXAMINATIONS.

Requires the board of dental examiners to accept the results of regional examinations for the licensure of dental hygienists and dentists. Requires that the national examination will supersede the regional examinations.

RELATING TO PATIENT SAFETY.

Deletes certain provisions regarding records made in the regular course of business and statements made by persons in attendance at the meeting that were previously exempt from the prohibition relating to discovery.

Establishes a statewide program to enable federally qualified community health centers to obtain state resources for adequate facilities, information systems, and safe and appropriate patient care.

RELATING TO INVOLUNTARY PSYCHIATRIC TREATMENT.

Authorizes DOH to adopt rules to establish an administrative process allowing involuntary medication of psychiatric patients institutionalized at the Hawaii state-operated or funded psychiatric facility in order to alleviate mental illness and restore competency while protecting the rights of patients.

  
     

SB 128

RELATING TO CONTROLLED SUBSTANCES.

Transfers administration of medical marijuana program from the department of public safety to the department of health. Changes certain definitions and procedures to make the program more efficient and easier for seriously ill patients.

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
