Requires DHS, Maui memorial medical center, & Maui community college nursing program to conduct a 2-year study of in-home telehealth monitoring services to high-risk/high-cost medicaid patients with frequent hospitalizations. Requires interim and final report. Appropriates $     for FY 2005-2006 & 2006-2007.

Appropriates $5,000,000 for substance abuse prevention for youth, which shall include after school programs facilitated by the YMCA, the Weed and Seed program, the Boys and Girls Club, and the Lions Club.

RELATING TO EMPLOYEE STOCK OWNERSHIP PLANS.

Creates an exemption from the general excise tax for a management company that contracts to provide managerial and operational services to related companies that engage in the provision of medical services in order to facilitate the creation of an employee stock ownership plan.

Requires health insurance plans to cover screening for colorectal cancer by colonoscopy every ten years, beginning at age fifty.

Enacts the hospital infections disclosure act to establish a uniform system of reporting hospital-acquired infections to the department of health and to make that information public.

RELATING TO QUALIFIED IMPROVEMENT TAX CREDIT.

Provides a tax credit for improvements made to federally qualified health centers.

RELATING TO QUALIFIED MENTAL HEALTH CENTER INVESTMENT TAX CREDIT.

Provides income tax credit for investments in qualified mental health centers using new treatment modalities in decreasing percentages beginning in the year the investment is made and for the following 4 years. Requires certification from director of health. Applies to tax years beginning after 12/31/2005.

RELATING TO PUBLIC ASSISTANCE.

Exempts certain physicians from obtaining preauthorization prior to dispensing medications to HIV/AIDS and hepatitis C patients on medicaid.

RELATING TO OFFENSES AGAINST THE PERSON.

Adds violence against health care professionals to the offenses of assault in the second degree and terroristic threatening in the first degree.

RELATING TO MENTAL HEALTH.

Exempts, from liability, contracted mental health providers that render services to certain conditionally released persons pursuant to statutory provisions relating to fitness to proceed and penal responsibility.
