Authorizes the issuance of general obligation bonds for the planning, design, and construction of an agribusiness incubator in the Waialua District to be developed and managed by the University of Hawaii (UH). Requires UH to negotiate a memorandum of understanding with Dole Food Company, Inc., to provide for the conveyance of up to three acres of agricultural-zoned land and the lease of other lands within the Waialua district for the agribusiness incubator facility.
