MAKING AN APPROPRIATION FOR ADULT AND YOUTH DAY CARE.

Appropriates funds to Health for All to operate a pilot three-year project at the Waipahu Community Adult Day Health Care Center.

RELATING TO STATE FUNDS.

Appropriates funds to provide treatment services for child victims of intrafamilial sexual abuse, including psychological treatment and case management services for child victims and their families who are not covered under the child protective services system of the department of human services.

RELATING TO YOUTH CORRECTIONAL FACILITIES.

Requires OYS to obtain legislative approval before transferring any incarcerated juvenile from the HYCF to an out-of-state youth correctional facility; requires adequate notice to the incarcerated juvenile's parent or legal guardian.

RELATING TO CRIMINAL HISTORY RECORD CHECKS FOR SERVICE PROVIDERS OF THE OFFICE OF YOUTH SERVICES.

Allows the OYS to obtain criminal history and child abuse record information on employees, prospective employees, and volunteers of its providers and subcontractors in certain positions.

RELATING TO THE COMMISSION ON FATHERHOOD.

Extends the sunset date of Act 156, SLH 2003 from 6/30/05 to 6/30/07 and provides that the commission shall be administratively attached to the department of human services. Appropriates funds for the commission.

RELATING TO TRANSIT SERVICES FOR ELDERLY AND DISABLED.

Requires the department of human services to establish a discount taxi program for the elderly and disabled individuals with limited incomes.

MAKING AN APPROPRIATION FOR HUMAN SERVICES PROGRAMS.

Appropriates moneys for the nursing home without walls and chore services programs to support and expand the level of elderly and disabled care services in Hawaii.

RELATING TO CHILD SUPPORT ENFORCEMENT.

Provides the authority for the Child Support Enforcement Agency (CSEA) to provide services to non-custodial parents, allows disclosure of information in administrative proceedings, and the issuance of income withholding orders. Requires the non-custodial parent to keep the CSEA informed of medical insurance coverage. Enables the CSEA to notify employers of the requirement to provide medical insurance coverage by regular mail or transmission by electronic means.

MAKING AN APPROPRIATION FOR THE HANA YOUTH CENTER.

Appropriates $100,000 to the Hana Youth Center for general operations.

RELATING TO FAMILY COURT.

Requires open hearings in family court child protective services matters unless the parent of the child determines that open hearings are not in the best interests of the child. Allows parents to determine whether the presence of a non-lawyer advocate is in the best interests of the child.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
