RELATING TO HUMAN SERVICES.

Expands the coverage of QUEST-Net to include Non-Quest eligible persons who are employed but do not qualify for employer-based private health insurance or who are unemployed; makes appropriation.

MAKING AN APPROPRIATION FOR THE KAPIOLANI CHILD AT-RISK EVALUATION PROGRAM.

Appropriates funds for Kapiolani Child At-Risk Evaluation program.

RELATING TO HUMAN SERVICES.

Authorizes DHS to establish a youth transition care program for former foster care children and other children not younger than 18 and not older than 22; makes appropriation. Allows DHS to contract out for transitional shelters and other assistance for these former foster youths and other youth; makes appropriation.

RELATING TO FOSTER CHILDREN.

Establishes a Foster Children's Bill of Rights. Allows foster children to apply for a driver's license with the written consent of the Department of Human Services. Requires a foster child's natural parents to pay for the child's car insurance and provides for free insurance if the child's parents are unable to pay. Allows higher education board allowances to be paid directly to former foster children.

Persons wishing to testify should submit 35 copies of their testimony to the committee clerk, Room 226, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
