RELATING TO TOBACCO.

PROPOSED HD3: Requires businesses engaged in the sale of cigarettes and other tobacco products at the retail level to obtain a retail tobacco permit from the Department of Taxation. Appropriates revenues from retail tobacco permit fees to the John A. Burns School of Medicine and the Children's Health Insurance Program of the Department of Human Services. Provides criminal penalties for the retail sale of cigarettes or other tobacco products without a valid retail tobacco permit, and allows for seizure and forfeiture of cigarettes and other tobacco products sold, possessed, stored, acquired, distributed, or transported without a valid retail tobacco permit.

RELATING TO ENVIRONMENT.

PROPOSED HD2: Establishes incentives to develop additional redemption centers for the deposit beverage container redemption program, including a tax credit applicable to redemption centers in retail food stores and a grant program administered by the Department of Health.

PROPOSED HD2: Requires the Department of Education to establish and implement a federal revenue maximization program for all medicaid-eligible claims for school health services with the assistance of the Department of Human Services.

RELATING TO THE STATE BUDGET.

PROPOSED HD1: Appropriates money for the TANF program and all associated programs. Provides performance measures for programs and methodology for rewards and penalties. Prohibits the implementation of new programs related to TANF funding without the prior approval of the Legislature.

RELATING TO TAXATION.

PROPOSED HD1: Provides a refundable state earned income tax credit (EITC) equivalent to twenty percent of the federal EITC. Requires the refundable portion of the EITC to be reimbursed by federal TANF or state TANF MOE funds.

PROPOSED HD2: Updates state insurance laws to conform to federal law and national standards. Enable Insurance Commissioner to prosecute workers compensation insurance fraud.
