Requires an owner of a commercial vessel moored in a state small boat harbor to pay a minimum fee based on a percentage of gross revenues derived from the use of the vessel. Authorizes the Board of Agriculture to contract with third parties for the use or rental of animal quarantine facilities under certain conditions; establishes that revenues generated be used to defray costs of animal quarantine program and to minimize animal quarantine fees.

Requires the Regulated Industries Complaints Office to investigate complaints of unlicensed contracting within ___ working days of receipt and complete investigations within ___ days. Appropriates funds for the costs of investigations of unlicensed contractors. Effective July 1, 2099.

Creates a task force to review the Hawaii state plan and make recommendations for a sustainability plan to the year 2050. Requires the auditor to create the sustainability plan. Directs the office of planning to assist the auditor to review the sustainability plan.

Creates more affordable rental housing. Establishes homeless programs. Allows more individuals to qualify for lower cost housing. Makes administrative changes to various state housing programs. Establishes a legislative Affordable Rental Housing and Homeless Task Force.

Requires each applicant for medical assistance to identify the employer of the proposed beneficiary of medical assistance; requires the Department of Human Services (DHS) to submit an annual report to the Legislature identifying all employers who employ 25 or more beneficiaries of medical assistance programs.

RELATING TO EMPLOYMENT SECURITY.

Appropriates $20 million in Reed Act funds for services of the unemployment insurance and workforce development divisions. Provides additional funding to the local workforce investment boards for employer outreach and services, labor force pool expansion and capacity building.

Requires the board of education to develop a classification/compensation plan for substitute teachers' pay commensurate with their educational training and academic qualifications. Effective 7/1/2005.

RELATING TO WORKERS' COMPENSATION LAW.

Amends workers' compensation law, including but not limited to mandating further requirements for vocational rehabilitation providers, limiting the director's rulemaking authority, and specifying procedures for filing of claims. Reinstates the rulemaking authority of the director on July 1, 2007.

RELATING TO APPRENTICESHIPS.

Amends the standards for apprenticeship agreements to include assurances of qualified training personnel, adequate job supervision, and the requisite licenses. Requires the director of DLIR to establish an apprenticeship council whose purpose is to promote and approve apprenticeship programs. Provides that these changes are only effective upon written approval by the OATELS.
