Provides for the election of members of the board of trustees administering the State's deferred compensation plan pursuant to rules adopted by the board. Provides for the replacement of incumbent members of the board only after completion of their terms.

Allows the board of trustees of the ERS to settle or compromise claims or potential claims by members who detrimentally rely on erroneous information provided.

RELATING TO GENERAL EXCISE TAX.

Requires owner-builders to file an information return with the Department of Taxation to qualify for the general excise tax exemption. Establishes a lien if the property is sold and taxes are not paid. Exempts the Department of Hawaiian Home Land and Housing and Community Development Corporation of Hawaii.

Appropriates funds for Kapiolani Child At-Risk Evaluation program.

Establishes the "Drug Busters" program in the Department of the Attorney General to enforce crystal methamphetamine (ice) laws. Appropriates funds for state agencies and the counties for ice treatment, prevention, rehabilitation, education, environmental damage assessments, and program monitoring initiatives.

Clarifies requirements for student drug abuse assessment referrals. Establishes task force to study process by which students are referred for substance abuse assessment and treatment. Makes appropriation to the department of health for student substance abuse testing.
