RELATING TO CAMPAIGN SPENDING. Prohibits fundraising on state or county property. Limits contributions of out-of-state residents. Establishes new limits on campaign contributions. Prohibits candidates from contributing campaign funds to charitable and other organizations in the 120 days prior to a primary or general election. Treats unpaid loans as campaign contributions. |

RELATING TO ELECTIONS BY MAIL. Requires the Office of Elections to establish a Vote-by-Mail Pilot Program for the 2006 elections in the three representative districts with the lowest voter turnout rate in the last two election cycles. Requires the Chief Election Officer to submit a report on the pilot program to the Legislature prior to the Regular Session of 2007. Appropriates funds for the pilot program. |
