Amends Act 164, SLH 2004, which recodifies the condominium property regimes law, by adding new provisions relating to condominium creation, alteration, and termination; registration and administration; protection of condominium purchasers; and sales to owner-occupants. Effective July 1, 2099.

Allows condominium associations to invest in financial products through a Hawaii-based securities broker.

RELATING TO CABLE TELEVISION.

Requires cable operator serving Maui county to pay access operating fees collected from subscribers to Maui community college, DOE, Maui County, and Maui's PEG access entity.

RELATING TO CAPTIVE INSURANCE.

Clarifies definitions and requirements for service of process. Repeals requirement that articles of incorporation of risk retention captive establish limit on stockholder's interest to 10% of stock. Authorizes examinations of captives every 5 years after initial triennial examination.
