MAKING AN EMERGENCY APPROPRIATION FOR FLOOD LOSSES.

Makes an emergency appropriation for and increases the spending ceiling of the State Risk Management Revolving Fund by $25,000,000 to $35,450,000 in general revenues to pay for unanticipated losses that were incurred by the University of Hawaii as a result of the October 30, 2004, flood, that will exceed the current appropriation and spending ceiling.

RELATING TO RELIEF FOR MANOA FLOOD VICTIMS.

Provides a one-time non-refundable tax credit to victims of the Manoa flood of October 2004.

Appropriates funds for tsunami preparedness efforts, including updating maps, installing and maintaining alarm sirens, constructing additional shelter space providing around-the-clock alert staff, and expanding public education campaigns.

RELATING TO PUBLIC SHELTERS.

Appropriates $2,000,000 per year in Hawaii Hurricane Relief Fund funds for the 2005-2006 biennium to retrofit public buildings to serve as emergency public shelters.

RELATING TO THE HAWAII NATIONAL GUARD.

Provides for reimbursement for travel expenses to National Guard members reporting for drill or exercises. Makes an appropriation for reimbursements.
