Authorizes the Director of Human Services to use the federal supply schedule as a benchmark in negotiating and purchasing brand name prescription drugs for prescription drug programs administered by the State. Effective date July 1, 2099.

RELATING TO THE PATIENTS' BILL OF RIGHTS.

Conforms the law to a recent Hawaii Supreme Court decision by amending the Patients' Bill of Rights external review procedure under which patients may appeal a managed care plan's final, internal decision denying coverage of a health intervention. Effective July 1, 2099.

Appropriates funds to enable the work release program to provide more opportunities for qualifying inmates to work on county projects. Requires each county to match state funding for all work performed on its projects by the work release program.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR JACOBY DEVELOPMENT INC.

Authorizes the issuance of SPRBs for the planning, design, construction, and equipping of, and the acquisition of lands for, a plasma municipal solid waste processing system to convert solid wastes into electricity, and chemically and biologically inert slag, on the island of Oahu.

RELATING TO REPORTS TO THE LEGISLATURE.

Repeals or exempts the Judiciary from various reporting requirements relating to administratively established accounts or funds, uncollectible delinquent fines and restitution, monitoring programs and services for parental preferences, the Judiciary's computer system, the Spouse and Child Abuse Special Account, the Parent Education Special Fund, outsourcing of services, and statements of goals and policies. Repeals the reporting requirement for activities and expenses of the State Council for Interstate Adult Offender Supervision.
