MAKING AN APPROPRIATION FOR SECURITY FOR THE PORT OF HONOLULU.

Appropriates $2,000,000 in FY 2005-2006 to the department of transportation for a project to develop a security system for the port of Honolulu, conditional upon an 80% match in federal funds.

MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF BUILDING A MOTOR VEHICLE AND RAILWAY TUNNEL UNDER HONOLULU HARBOR.

Appropriates funds to update the feasibility study of building a tunnel under Honolulu harbor. Requires feasibility study to consider expansion of tunnel to include railway technology. Requires identification of available sources of federal and state funding. Appropriates funds.

Reserves a portion of state fuel tax revenues paid in Honolulu to pay for a fixed guideway mass transit system.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Clarifies that HTA may develop and implement a personnel system to provide for appointment of personnel, subject to board approval; places the convention center enterprise special fund (CCESF) and tourism special fund (TSF) outside the state treasury; clarifies that moneys in the CCESF and TSF be placed in secured depositories and limits investments; allows HTA to set up a special account in TSF for depositing non-tax revenues received from contracts. RELATING TO THE ALOHA TOWER DEVELOPMENT CORPORATION.

Authorizes the Aloha Tower Development Corporation (ATDC) to become part of a limited liability company (LLC) with developers of ATDC projects. Provides that the LLC may hold and expend public moneys for the project without regard to chapter 103D, and that state employees hired by the LLC retain state employment benefits and classification. Authorizes ATDC to sell fast lands. (HB1114 HD2)
