MAKING AN EMERGENCY APPROPRIATION FOR ELECTRICITY PAYMENTS STATEWIDE.

Makes an emergency appropriation of $3,000,000 for fiscal year 2004-2005 to cover statewide budgetary shortfalls in electricity payments for facilities assigned to DAGS.
