MAKING AN APPROPRIATION FOR ON-CALL EMERGENCY CARE SERVICES AT THE QUEEN'S MEDICAL CENTER.

Appropriates funds for on-call emergency care services at The Queen's Medical Center in support of its emergency department and trauma center. Establishes a task force to conduct a study on the impact of the on-call crisis center on the State's Level II Trauma Center. Requires a task force report.

RELATING TO HEALTH.

Establishes a temporary Healthcare Task Force to develop a plan for implementing health care for all the residents of Hawaii. Appropriates funds. Effective date July 1, 2099.

RELATING TO CIVIL SERVICE.

Prohibits department of human resources development from eliminating the social worker series classifications. Restores social worker class if eliminated before the effective date of this Act. Requires an individual to hold an advanced degree in social work to be in the social work class.

RELATING TO SOCIAL WORKERS.

Establishes the social work student loan subsidy program and special fund for social workers in the departments of education, health, human services, public safety, and labor and industrial relations. Appropriates funds.

RELATING TO LONG-TERM CARE

Creates demonstration project to reimburse at-home long-term family caregivers on Kauai from 2006-2009 to functionally dependent or cognitively impaired relatives. Appropriates $ for FY 2006-2007 and $ for FY 2008-2009. Requires DOH to report on project annually. Repealed on 6/30/2009.

Establishes a long-term care mandatory premium to pay for long-term care benefits; establishes long-term care income tax credit for amounts paid for purchase of long-term care insurance; appropriates funds.
