Requires the Department of Human Services to recognize individuals who have not received a decision on their application for public assistance within the time specified in the administrative rules to be presumptively eligible until an eligibility decision is made. Provides exceptions.

Prohibits the Department of Human Services from taking any action or expending state resources in any effort to remove prescription drug benefits from managed care plans that provide health care coverage for Medicaid beneficiaries.

Authorizes the issuance of special purpose revenue bonds to assist Palolo Chinese Home in financing the capital costs related to the expansion, construction, and rebuilding of its facilities.
