RELATING TO NORTH KOHALA.

Preserves a cluster of historical sites in North Kohala on the island of Hawaii by requiring the department of land and natural resources to renew its efforts to acquire by exchange the land adjacent to the Kohala Historical Sites State Monument.

MAKING AN APPROPRIATION FOR THE PURCHASE OF DEVELOPMENT RIGHTS OF AGRICULTURAL LANDS IN WAHIAWA.

Makes an appropriation for matching funds from the United States Department of Agriculture for the purchase of development rights of agricultural lands surrounding the Kukaniloko Birthstones in Wahiawa.

RELATING TO DROUGHT MITIGATING FACILITIES.

Promotes the construction of drought mitigating water storage facilities by increasing the amount of the Drought Mitigating Water Storage Facilities Tax Credit to 20 percent, repealing the date after which the Tax Credit is no longer available, and including costs for ancillary structures as qualifying costs for the Tax Credit.

RELATING TO LAND CONSERVATION.

Requires 25% of real estate conveyance tax collected be deposited into the land conservation fund. Allows grants to state agencies, counties, and nonprofit land conservation organizations to acquire interest in lands having a value as a resource to the State.

RELATING TO LEASEHOLD CONVERSION.

Exempts from taxation, seventy-five per cent of income received from the sale to a lessee of the leased fee interest in a residential house lot or multi-family residential leasehold property, or to the association of apartment owners of the multi-family residential leasehold building. Effective date July 1, 2099.
