Promotes the construction of drought mitigating water storage facilities by increasing the amount of the Drought Mitigating Water Storage Facilities Tax Credit to 20 percent, repealing the date after which the Tax Credit is no longer available, and including costs for ancillary structures as qualifying costs for the Tax Credit. |

RELATING TO LAND CONSERVATION. Requires 25% of real estate conveyance tax collected be deposited into the land conservation fund. Allows grants to state agencies, counties, and nonprofit land conservation organizations to acquire interest in lands having a value as a resource to the State. |

Exempts from taxation, seventy-five per cent of income received from the sale to a lessee of the leased fee interest in a residential house lot or multi-family residential leasehold property, or to the association of apartment owners of the multi-family residential leasehold building. Effective date July 1, 2099. |
