Appropriates funds for organic agriculture programs within the UH system.

RELATING TO CRIMINAL OFFENSES.

Directs the University of Hawaii William S. Richardson School of Law and the legislative reference bureau to periodically identify state laws outside the penal code relating to non-serious offenses that may be decriminalized. Requires the legislative reference bureau to draft legislation accordingly.
