RELATING TO AGRICULTURE. Establishes an agricultural infrastructure improvement tax credit to promote agricultural diversity and increase agricultural self-sufficiency. |

RELATING TO INCOME TAX. Establishes an income tax credit for farmers who are forced to purchase water at higher rates from county water boards rather than at lower state irrigation system rates. Establishes the amount of the credit as the difference in the cost of water at the rates charged by the county board of water supply and the state irrigation system. Defines "farmer" as one who derives at least 50% of gross income from farming. |

RELATING TO STATE ENTERPRISE ZONES. Establishes that agricultural businesses shall remain eligible for tax incentives under the EZ program in the event of force majeure; extends eligibility under the EZ program by the number of months of the force majeure's duration; allows agricultural businesses to meet annual gross revenue requirements if the businesses are unable to meet annual full-time employee requirements; includes leased employees in the definition of "full-time employee" for the EZ program. |
