RELATING TO GENETIC ENGINEERING.

Prohibits bioprospecting and biopiracy until the department of agriculture, in consultation with the office of Hawaiian affairs, creates administrative rules to regulate these practices.

RELATING TO BIOPROSPECTING.

Establishes a temporary bioprospecting commission to address issues relating to bioprospecting. Appropriates funds for commission.
