RELATING TO AGRICULTURAL INSPECTIONS.

Allows the Department of Agriculture to establish rules that require identification of specific articles on warehouse receipts, bills of lading, or other documents of title for the purpose of inspection due to pest risk. (HB169 HD1)

RELATING TO INVASIVE SPECIES.

Allows private and public landowners to remove alien plant species within a conservation district by applying for a permit and site plan approval with DLNR; exempts this activity from the requirements for an EIS and EA of chapter 343 where DLNR determines that there is no significant effect on the environment. RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON THE ISLAND OF OAHU.

Authorizes issuance of special purpose revenue bonds to Honolulu Seawater Air Conditioning LLC for the purpose of design and construction of the chilled water distribution system and balance-of-system components and structures of a district cooling system in downtown Honolulu. (HB1238 HD1)

RELATING TO THE SEAWATER AIR CONDITIONING.

Exempts seawater air conditioning district cooling systems from PUC regulation, provided that at least fifty per cent of the energy required for the system is provided by a renewable energy source. Effective July 1, 2099. (HB1707 HD2)

RELATING TO INTERNATIONAL TRADE.

Appropriates funds for the Department of Agriculture to develop guidelines and a marketing plan to obtain export clearances for exports to Japan and other countries. (HB792 HD1)

RELATING TO COASTAL LIGHT POLLUTION.

Prohibits artificial light that directly illuminates the shoreline and ocean waters or causes a direct or indirect glare when trespassing across property boundaries toward the shoreline and ocean waters. Directs special management area authorities to minimize light trespass. (HB895 HD2)
