RELATING TO ENERGY EFFICIENCY IN STATE BUILDINGS. Defines seawater air conditioning (SWAC) as a renewable energy, requires the use of SWAC cooling in state facilities where implementation is feasible, and requires construction bids for state facilities include this technology where it would be feasible. |

RELATING TO THE VOLUNTARY RESPONSE PROGRAM. Clarifies certain provisions and exemptions to strengthen the program. |

RELATING TO GREEN BUILDING. Requires the incorporation of Leadership in Energy in Environmental Design gold standards for buildings constructed or substantially renovated with funding consisting of fifty per cent or more in state funds. |

RELATING TO AN ENERGY STORAGE SYSTEM TAX CREDIT. Provides a tax credit for the cost of energy storage systems installed for the storage of electricity or another useful energy product created by electricity in order to shift electric load to off-peak periods. |

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 205, State Capitol, 24 hours prior to the hearing. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
