RELATING TO NET ENERGY METERING.

Increases the capacity amount of an "eligible customer-generator" from not more than 50 kilowatts to not more than 500 kilowatts. Amends the billing period for net energy metering from monthly to annually.

RELATING TO NET ENERGY METERING.

Removes the cap on the allowable customer-generator generating capacity; incrementally increases the percentage of the total energy generating capacity produced by eligible customer-generators under the net energy metering law.

Amends definition of environmental impact statement to include federal environmental justice policy.

Appropriates funds to conduct an environmental impact statement for the Waianae coast.

RELATING TO ENVIRONMENTALLY SUSTAINABLE PRACTICES.

Mandates the use of at least 60% post-consumer content paper that is processed chlorine-free by all state departments and agencies.

RELATING TO RENEWABLE ENERGY.

Provides for the organization of renewable energy cooperatives to generate, transmit, and sell electricity to their membership; authorizes issuance of revenue bonds to finance costs related to constructing, upgrading, and acquiring transmission facilities; exempts cooperatives from the public utilities commission regulation, except for interconnection agreements.
