Requires an advance disposal fee for new motor vehicles.

RELATING TO SPECIAL WASTES DISPOSAL AND RECYCLING.

Requires importers of new lead acid batteries and tires to pay an advance disposal fee to strengthen current disposal and recycling efforts; establishes county-used lead acid batteries and tires recovery programs.

RELATING TO THE ENVIRONMENT.

RELATING TO CLIMATE CHANGE.

Creates in DOH: (1) global climate change coordination council; and (2) scientific and technical advisory committee. Requires council to recommend steps to reduce Hawaii's 1994 emissions levels of greenhouse gases by 25% by 2009 and by 50% by 2034.

RELATING TO PUBLIC UTILITIES.

Requires the public utilities commission to monetize external costs, e.g. environmental costs, associated with electricity generation. Requires the use of external costs when evaluating resource options and public need and necessity in commission proceedings.

RELATING TO AN ENERGY STORAGE SYSTEM TAX CREDIT.

Provides a tax credit for the cost of energy storage systems installed for the storage of electricity or another useful energy product created by electricity in order to shift electric load to off-peak periods.
