Requires the department of education to adhere to the state minimum wage law when setting wages for meal ticket and adult supervisors.

Authorizes and sets forth the requirements for the establishment of a VEBA trust by public employee organizations to provide health benefits for its members. Establishes a 3 year VEBA trust pilot program to allow for the analysis of the costs and benefits of a VEBA trust against those of the Hawaii EUTF.
