RELATING TO EDUCATION.

Makes clarifying amendments to the new century charter school statutes. Changes the funding mechanisms for calculating charter school appropriations. Enables employees to move freely between regular public schools and charter schools. Authorizes the executive director to adopt administrative policies and procedures. Allows charter schools to propose their own weighted student formula.

RELATING TO CHARTER SCHOOLS.

Providing an additional funding allocation for new century charter schools' facilities and to allow charter schools access to state land and facilities.

Establishes a per pupil allocation funding mechanism based on the consolidated annual financial report plus known, quantifiable supplemental requirements. Appropriates funds.

RELATING TO NEW CENTURY CONVERSION CHARTER SCHOOLS.

Prohibits the DOE from using the minimum annual contribution by a nonprofit organization to reduce, suspend, or offset its normal budgetary allocation to a new century conversion charter school.
