Requires the BOE to be composed of 17 voting members elected in a nonpartisan manner; requires each school board district to be composed of 3 representative districts; requires the chief election officer to delineate districts until 2010 reapportionment plan is adopted.

Proposes constitutional amendments to require the department of education to submit its proposed budget directly to the legislature to increase the department's autonomy over fiscal matters.

Persons wishing to testify on EDM/JHW bills should submit 60 copies and persons wishing to testify on EDM Only bills should submit 30 copies of their testimony to the committee clerk, room 230, State Capitol, 24 hours prior to the hearing. It is also requested that the copies be on one side of an 8.5" x 11" sheet with two holes punched at the top. Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
