RELATING TO LAND USE COMMISSION.

Establishes a presumption that a dwelling is not a farm dwelling if certain nonagricultural features in a subdivision or development are determined to be present.

RELATING TO LAND USE.

Authorizes each county to establish an advisory group to assist the county planning department to identify land use policies and development standards and to identify lands suitable for reclassification into the rural district. Requires office of planning to assist counties in coordinating meetings and provide technical assistance.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Establishes important agricultural lands (IAL) identification process. Requires an incentives study. Prohibits IAL designation without landowner petition until July 1, 2011. Provides an agricultural infrastructure improvement tax credit and IAL leasehold subdivisions. Makes identification of IAL contingent on enactment of legislative incentives. Makes appropriations.

RELATING TO NON-AGRICULTURAL PARK LANDS.

Establishes the Non-Agricultural Park Land Special Fund to pay for costs incurred in managing, administering, and overseeing non-agricultural park lands that are transferred, or in the process of being transferred, to the department of agriculture.
