Requires contractors on public works construction contracts to comply with department of labor and industrial relations specifications for staffing requirements. Establishes a method by which to tax electronic commerce. Directs the department of taxation to make recommendations on how to amend existing general excise tax to conform with the model streamlined sales and use tax agreement.

Provides a procurement preference to small businesses located in the State.

Grants contractors additional time to file a mechanic's lien if they have previously given the owner a conditional lien release but have not subsequently received full payment.

RELATING TO PREVAILING WAGES.

Clarifies that the state law requiring payment of prevailing wages applies to all laborers, mechanics, required assistants, helpers, tenders, and apprentices on a public works project, and not only those on the job site.

Amends the public procurement code to prohibit a governmental body from requiring a contractor for construction design professional services to indemnify the governmental body for the governmental body's negligence, but allows the governmental body to require the contractor to indemnify the State for the person's negligence.

RELATING TO INTOXICATING LIQUOR.

Repeals the authority of wine manufacturers in states that allow reciprocal shipping privileges to ship wine to residents in the State.

RELATING TO DESIGN PROFESSIONALS.

Requires the filing of a certificate of merit with any complaint filed against a design professional for failure to meet the standard of care. Also, requires the filing of a preliminary expert opinion affidavit.

RELATING TO TECHNOLOGY GROWTH.

Establishes a tax credit for taxpayers that contribute in-kind services to establish or maintain technology laboratories in public schools. Appropriates funds for Project EAST expansion and for the Economic Development Alliance of Hawaii to coordinate marketing, with emphasis on representing Hawaii's technology companies and opportunities on the mainland.
