RELATING TO BUSINESS REGISTRATION.

Clarifies and corrects ambiguities and errors in business registration laws.

RELATING TO FEES.

Provides the Department of Commerce and Consumer Affairs with the flexibility to adjust fees and other nontax revenues to respond to changing economic conditions.

RELATING TO INTEREST AND USURY.

Clarifies permissible credit card interest rates. Defines "interest" to include credit card fees and charges.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES.

Allows the victims of identity theft to place a "security freeze" on their credit reports without the consumer's express consent.

RELATING TO THE CODE OF FINANCIAL INSTITUTIONS.

Grants discretionary authority to the Commissioner of Financial Institutions to waive, on a year-by-year basis, certain annual fees assessed to financial institutions. Permits a financial services loan company to charge a borrower a returned check fee.

RELATING TO EXTERNAL REVIEW PANELS.

Authorizes the payment of a fee of $400 to each physician member of an external review panel.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Enacts the Uniform Athlete Agents Act to protect student-athletes and educational institutions. Provides for registration of athlete agents, the required form of contract, the right of the student athlete to cancel an agency contract, disclosure requirements relating to record maintenance, reporting, renewal, notice, warning, and security. Provides for reciprocity among the States.

RELATING TO THE UNIFORM SECURITIES ACT.

Conforms the State's securities provision to federal securities laws by adopting the 2002 Uniform Securities Act.

SB 1778

RELATING TO CONTRACTORS.

Requires RICO to investigate complaints regarding those suspected of engaging in activity that requires a contractor's license without proper licensure within five days of the filing of the complaint. Requires the issuance of a citation and abatement if the investigation reveals a violation of the licensing law.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
