RELATING TO CEDED LANDS.

Prohibits the State from selling, exchanging, or otherwise alienating lands contained in the public land trust.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Enacts the Uniform Athlete Agents Act to protect student-athletes and educational institutions. Provides for registration of athlete agents, the required form of contract, the right of the student athlete to cancel an agency contract, disclosure requirements relating to record maintenance, reporting, renewal, notice, warning, and security. Provides for reciprocity among the States.

RELATING TO PUBLIC SHELTERS.

Appropriates $2,000,000 per year for fiscal years 2005-2006 and 2006-2007 from both the general revenues of the State of Hawaii and the interest of the Hawaii Hurricane Relief Fund to increase the number of public shelters by retrofitting public buildings with the installation of hurricane protective measures.

Removes sunset date of 8/31/07 for applying exceptions for vehicles rented to replace a vehicle being repaired to the rental motor vehicle surcharge tax.

Describes types of brokerage relationships and establishes rights and duties of parties therein. Appropriates REEF funds for post-legislation educational activities.

RELATING TO MORTGAGE BROKERS.

Repeals the existing law on mortgage brokers and solicitors and replaces it with provisions for more specialized regulation.

RELATING TO ESCROW DEPOSITORIES.

Amends and updates provisions which set forth procedures for the licensing and regulation of escrow depositories.

When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
