Requires pawnbrokers and secondhand dealers to post photographs of and information regarding items purchased from customers on a website developed and maintained under the auspices of the county police departments.

Requires cable franchise fees paid in connection with the provision of cable service in Maui County to be distributed to Maui community college, DOE, Maui County, and Maui's PEG access entity.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST UTILITIES SERVING THE GENERAL PUBLIC.

Authorizes the issuance of up to $160,000,000 in special purpose revenue bonds to assist Hawaiian Electric Company, Inc., Maui Electric Company, Ltd., and Hawaiian Electric Light Company, Inc. in its multi-project programs.

RELATING TO UNCLAIMED PROPERTY.

Mandates electric utility cooperative associations to issue an annual report of unclaimed property and establishes the disposition of non-escheat patronage refunds.

RELATING TO REAL PROPERTY.

Authorizes the tax collector to foreclose on real property on which outstanding liens over 18 months in existence and exceeding $25,000 are owed due to egregious zoning or building code violations.

RELATING TO CONDOMINIUMS.

Expands the types of disputed issues a hearing officer may hear pursuant to section 514A-121.5, Hawaii Revised Statutes; amends Act 164 (2004) to allow a party to a condominium dispute to request an administrative hearing with the office of administrative hearings following mediation.

RELATING TO CONDOMINIUMS.

Recodifies condominium laws relating to creation, alteration, and termination; registration and administration; and protection of condominium purchasers. Delays effective date of new laws to July 1, 2006. Appropriates funds for educational purposes.

RELATING TO THE LANDLORD TENANT CODE.

Prohibits tenant or guest from unlawfully possessing dangerous, harmful, or detrimental drugs within a dwelling unit. Authorizes summary eviction proceeding for violation of prohibition. Authorizes landlord to rely upon notice or reports issued by law enforcement in termination proceedings.
