Grants contractors additional time to file a mechanic's lien if they have previously given the owner a conditional lien release but have not subsequently received full payment.

RELATING TO WORKERS' COMPENSATION.

Alters the workers' compensation formula for computing average weekly wages by clarifying that any injured airline employee who is a pilot or flight attendant, whether full time or part time, shall be entitled to workers' compensation benefits based on an average of actual hours worked during the previous 52-week period or portion thereof.

Requires a managing agent wishing to lease part of the managed property to obtain a third party appraisal and prohibits its co-employment of an AOAO employee. Requires the consideration of a minimum of 2 bids for the property management contract.

RELATING TO MOTORCYCLE AND MOTOR SCOOTER INSURANCE.

Requires insurers to cancel a person's motorcycle and motor scooter insurance coverage upon: (1) Failure to submit proof of a license, or of a permit and enrollment in an approved motorcycle education course; or (2) Notification that the person failed to complete and pass the motorcycle education course.
