RELATING TO HEALTH INSURANCE.

Provides parity by removing all rates, terms, or conditions, including service limits and financial requirements, on mental health benefits coverage if it places a greater financial burden on the insured for access to treatment than for other health conditions or injuries. Requires the Auditor to submit a report no later than January 15, 2007. (HB1065 HD1)

RELATING TO PRESCRIPTION DRUGS.

Establishes a pharmaceutical cost management council to consider strategies to manage increasing costs of prescription drugs and increase access to prescription drugs for all Hawaii residents.

RELATING TO THE REGULATION OF TOBACCO PRODUCTS.

Requires tobacco manufacturers to report annually to the Department of Health (DOH) on added constituents and nicotine in tobacco products. Requires DOH with the assistance of a newly established Commission on Tobacco Product Safety, to develop standards to reduce risks associated with exposure to these constituents. Includes tobacco products in the definition of "consumer commodity" in chapter 328. (HB1048 HD1)

RELATING TO RENEWABLE ENERGY.

Provides for the organization of renewable energy cooperatives to generate, transmit, and sell electricity to their membership; authorizes issuance of revenue bonds to finance costs related to constructing, upgrading, and acquiring transmission facilities; exempts cooperatives from the public utilities commission regulation, except for interconnection agreements. RELATING TO ENERGY EFFICIENCY IN STATE FACILITIES.

Amends the definition of "renewable energy;" requires state agencies to: (1) use seawater air-conditioning district cooling in state facilities where feasible and available; (2) provide for purchase of seawater air-conditioning in requests for bids; and (3) use efficient technology and load shifting to reduce electricity costs. RELATING TO MOTOR VEHICLE REGISTRATION.
