Amends Chapter 667, Hawaii Revised Statutes, by repealing the provisions relating to nonjudicial foreclosure: foreclosure by power of sale, and alternate power of sale foreclosure.

RELATING TO THE HAWAII CATASTROPHIC RELIEF FUND.

Establishes a Hawaii catastrophic relief fund (HCRF) to provide reinsurance for the risks of catastrophic events in Hawaii and to mitigate the impact of a catastrophic or emergency condition in Hawaii; repeals the Hawaii Hurricane Relief Fund (HHRF); transfers monies from HHRF to HCRF.

Requires the administrative board of a mutual benefit society to have representatives from small businesses, provider networks, large businesses, and consumer interests. Gives the insurance commissioner increased authority to provide equitable relief and legal remedies on behalf of aggrieved members.

Authorizes the department of commerce and consumer affairs to develop a statewide public affairs programming system.

RELATING TO THE HAWAII REGULATORY LICENSING REFORM ACT.

Sunsets a professional or vocational board or commission (PVBC) 30 days after the Auditor finds in response to request by concurrent resolution that the PVBC should be abolished as inconsistent with Chapter 26H, the Hawaii Regulatory Licensing Reform Act, unless the Auditor's recommendation is disapproved by concurrent resolution or Governor's message. Establishes additional criteria in chapter 26H for the Auditor to consider.

RELATING TO CONDOMINIUMS.

Amends Act 164, SLH 2004, which recodifies the condominium property regimes law, by adding new provisions relating to condominium creation, alteration, and termination; registration and administration; protection of condominium purchasers; and sales to owner-occupants.

Establishes that non-profit corporations organized under condominium property regimes are not subject to the cumulative voting provisions and the provisions relating to removal of directors described under the Hawaii Nonprofit Corporations Act.

Creates a new chapter in the Hawaii Revised Statutes to register and regulate persons providing money transmission services.

RELATING TO CONDOMINIUMS.

Expands the types of disputed issues a hearing officer may hear pursuant to section 514A-121.5, Hawaii Revised Statutes; amends Act 164 (2004) to allow a party to a condominium dispute to request an administrative hearing with the office of administrative hearings following mediation.
