Establishes an office of small business advocacy within the department of business, economic development, and tourism and amends the functions of the small business regulatory review board by including advocacy as one of its functions. Appropriates funds to establish small business advocacy program. |

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS. Extends the individual development account tax credit for five years. Authorizes financial institutions to claim the tax credit and use part of the private funds contributed for ministerial purposes. Raises contribution ceiling from $1 million to $2 million. |
