RELATING TO SMALL BUSINESS ADVOCACY.

Establishes an office of small business advocacy within the department of business, economic development, and tourism and amends the functions of the small business regulatory review board by including advocacy as one of its functions. Appropriates funds to establish small business advocacy program.

RELATING TO SMALL BUSINESS

Procurement Policy Board Requires to adopt rules to provide set asides to small businesses in appropriate classifications, and to impose mandatory evaluation criteria designed to encourage the use of small businesses as subcontractors on large contracts.

RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT.

Clarifies and amends the Small Business Regulatory Flexibility Act to include a provision establishing when the small business impact statement is to be submitted to the Small Business Regulatory Review Board, and update certain provisions.

Appropriates funds to support the statewide economic development program of the Hawaii Small Business Development Center Network.

Moves the Hawaii Capital Loan Program to the Hawaii Strategic Development Corporation.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Extends the individual development account tax credit for five years. Authorizes financial institutions to claim the tax credit and use part of the private funds contributed for ministerial purposes. Raises contribution ceiling from $1 million to $2 million.

RELATING TO OCEAN RECREATION.

Institutes a moratorium on dolphin tour operator permits in Waianae to protect the nearshore habitat populations of the resident Hawaiian spinner dolphins and akule nurseries.
