RELATING TO PUBLIC PARKS.

Permits leashed dogs in all state and county parks.

SB 712

RELATING TO STATE ENTERPRISE ZONES.

Allows farmers who suffer economic losses from force majeure events to drop out of the Enterprise Zone (EZ) program for the period of the loss and gain a month-for -month extension of their overall 84-month eligibility. Clarifies the definition of a "full-time employee" includes leased employees and employees under a joint employer relationship. Specifies that tax credits taken in the EZ program cannot be duplicated in other tax incentive programs.

relating to state parks.

Authorizes the use of moneys in the state parks special fund to pay the debt service on revenue bonds that may be issued for the construction, repairs, replacement, additions and extensions of state parks facilities.

relating to the hawaii state fair.

Requires the department of business, economic development, and tourism and housing and community development corporation of Hawaii to coordinate with other state agencies and interested parties to locate and identify state land to be used for the Hawaii state fair.

RELATING TO TAXATION

Establishes a tax credit for qualified costs to develop a private marina in the state; maximum tax credit of $5,000,000 per private marina development.

Exempts voyaging canoes from mooring fees.
