RELATING TO SHARK MONITORING.

Appropriates $25,000 for the aquaculture development program to hire a contractor to tag and monitor sharks along the Leeward coast of Oahu from Pearl Harbor to Kaena Point. (HB417 HD1)

RELATING TO AGRICULTURAL LANDS; TAX CREDIT.

Provides tax credit for taxes imposed by chapter 235 for real property taxes paid for, or improvements made to, agricultural lands.

RELATING TO ANIMAL QUARANTINE FACILITIES.

Authorizes the Board of Agriculture to use certain animal quarantine facilities for reasonable rents or fees. Provides the means to deposit moneys derived from the use of animal quarantine facilities and property into the Animal Quarantine Special Fund.

RELATING TO AGRICULTURE.

Establishes an agricultural infrastructure improvement tax credit to promote agricultural diversity and increase agricultural self-sufficiency.

Appropriates funds to the Hawaii Farm Bureau Federation for agricultural research and market development.

Appropriates $200,000 for planning and construction of the Honomalino Irrigation System and $500,000 to prepare the Agricultural Water Use and Development Plan.

RELATING TO AGRICULTURAL TRESPASSING.

Declares that a person commits the crime of criminal trespass in the second degree if the person enters another person's cultivated or uncultivated agricultural land, that is enclosed by a fence or posted with signs forbidding trespass, without permission.

Exempts qualified farmers from liability when a person who trespasses or commits, or attempts to commit, theft on the farmer's agricultural land is injured.

RELATING TO THE DEPARTMENT OF AGRICULTURE.

Authorizes the department of agriculture to charge user fees for the inspection and other invasive species prevention services provided by the department under chapter 150A, HRS. Also establishes an invasive species special fund.

RELATING TO AGRICULTURAL TAX CREDITS.

Establishes an agricultural land use tax credit equal to the amount of county property tax paid by taxpayers use their land for commercial purposes; reduces each county's portion of the transient accommodations tax revenue by the amount of credits claimed against each county's property tax assessments.
