RELATING TO AGRICULTURAL THEFT.

Establishes that the fact that a person is in possession of agricultural commodities without an agricultural certificate is prima facie evidence that the person knows the character, nature, and value of the agricultural commodities; establishes that the fact that a person is in possession of livestock without a livestock certificate is prima facie evidence that the person knows the character, nature, and value of the livestock.

MAKING AN APPROPRIATION TO ABATE AGRICULTURAL THEFT.

Appropriates funds to establish an interagency task force to develop means to abate agricultural theft and funding therefor. Appropriates funds.

RELATING TO BROWN TREE SNAKES.

Authorizes the Department of Agriculture to handle and take appropriate action on containers that may contain items originating from Guam that are not documented as having been inspected by an approved agency to be apparently free of brown tree snakes.

RELATING TO THE WAIALUA AGRIBUSINESS INCUBATOR.

Authorizes the issuance of GO bonds for the University of Hawaii for the planning, design, and construction of an agribusiness incubator in the Waialua District.

RELATING TO AGRICULTURAL TAX CREDITS.

Establishes an agricultural land use tax credit equal to the amount of county property tax paid by taxpayers use their land for commercial purposes; reduces each county's portion of the transient accommodations tax revenue by the amount of credits claimed against each county's property tax assessments.
