Authorizes the agribusiness development corporation to issue revenue bonds to obtain agricultural land in Waialua from the Galbraith Estate. Enables the agribusiness development corporation to contract with banks to provide lease management services.

Provides for a one-time reclassification to rural, of lands within the agricultural district that are primarily being used for residential purposes and consist of lots less than an acre in size that are not permitted pursuant to section 205-5(b).

MAKING AN APPROPRIATION FOR THE PURCHASE OF DEVELOPMENT RIGHTS OF AGRICULTURAL LANDS IN WAHIAWA.

Makes an appropriation for matching funds from the United States Department of Agriculture for the purchase of development rights of agricultural lands surrounding the Kukaniloko Birthstones in Wahiawa.
