SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO EXPEDITE ITS NEGOTIATIONS WITH HAWAII SUPERFERRY INC., AND REPORT BACK TO THE LEGISLATURE.

 

WHEREAS, Hawaii Superferry, Inc. plans to introduce interisland roll-on/roll-off passenger and freight ferry service within the Hawaiian islands in 2006; and

WHEREAS, the Department of Transportation (DOT) is in negotiations with Hawaii Superferry regarding the fees to use DOT harbor facilities; and

WHEREAS, the DOT is requesting $40,000,000 in reimbursable general obligation bonds for harbor improvements to accommodate the Hawaii Superferry; and

WHEREAS, the negotiations with Hawaii Superferry need to be completed and reported to the Legislature in a timely manner; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the House of Representatives concurring, that the DOT is requested to expedite its negotiations with Hawaii Superferry Inc.; and

BE IT FURTHER RESOLVED that the DOT conclude its negotiations with Hawaii Superferry by April 1, 2005 and immediately report to the Legislature on its results; and

BE IT FURTHER RESOLVED that the report also include the repayment schedule for the reimbursement of general obligation bonds, an outline of the terms for the use of the harbor facilities, and the impact on existing use of the harbors; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and to the Chief Executive Officer of Hawaii Superferry Inc.
