RESOLUTION
REQUESTING THE UNIVERSITY OF HAWAII TO SUBMIT A REPORT TO THE LEGISLATURE REGARDING ITS ACTIONS TO INCREASE SAFETY AND SECURITY ON ITS CAMPUSES.
WHEREAS, safety and security issues have been long standing concerns on University of Hawaii campuses statewide and with the growth of the university system, an increase in crimes against persons and property has become a concern; and
WHEREAS, the University of Hawaii is firmly committed to providing a safe and secure campus environment as set forth in its policies and procedures that is designed to ensure that every possible precautionary measure is taken to protect persons and property; and
WHEREAS, the University of Hawaii at Manoa campus consists of approximately 50,000 day and night students, of which more than 3,000 reside on the Manoa campus; and
WHEREAS, the Fall 2004 University of Hawaii at Manoa Campus Annual Crime Report indicated there was an increase in the number of violent crimes on campus, including hate crimes, arsons, and other related offenses, as well as three offenses of forcible sex, ten offenses of arson, no offenses of aggravated assault, and seventy-seven offenses of burglary; and
WHEREAS, the mission of the University of Hawaii campus security is to provide leadership and service with the University and community support in ensuring a secure and safe environment; and
WHEREAS, the University of Hawaii campus security enforces federal, state, and local laws as well as the University rules, regulations and policies; and
WHEREAS, the University of Hawaii encourages and fosters academic achievement and personal growth, and should be taking actions to provide safe, secure, and productive environments; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the House of Representatives concurring, that the University of Hawaii is requested to submit a report on its current programs and actions to increase the safety and security of all of its campuses; and
BE IT FURTHER RESOLVED that the University of Hawaii is requested to form a group consisting of the President of the University of Hawaii, the Vice President of Student Affairs, the Captain of the security department, a representative of each county Police Department as well as other law enforcement officials, representatives from private sector security agencies, and one or more representatives from the University of Hawaii Student Caucus, the University of Hawaii Commission on Disability Access, and the University of Hawaii Commission on the Status of Women to study and implement additional measures, as needed, to increase campus safety for all campuses; and
BE IT FURTHER RESOLVED that the University of Hawaii is requested to submit the report and recommendations of the group to the Legislature not later than twenty days prior to the convening of the Regular Session of 2006; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the University of Hawaii, the Vice President of Student Affairs, the President of the University of Hawaii Student Caucus, and the Chief of Police for each county.
