SENATE CONCURRENT

RESOLUTION

 

urging the department of accounting and general services to establish reverse vending machines in state FACILITIES to promote recycling and reduce litter.

 

WHEREAS, the Legislature finds that the promotion of recycling, in an effort to minimize the amount of trash taken to our landfills, is an important issue; and

WHEREAS, the Legislature further finds that there is an immediate need to expand participation in recycling programs and to minimize costs to those participating and to government; and

WHEREAS, the Legislature in 2002 approved a deposit beverage container program (program) to increase participation and recycling rates for specified deposit beverage containers and to reduce litter; and

WHEREAS, the program includes reverse vending machines which are mechanical devices that accept empty deposit beverage containers and issue a redeemable credit slip with a value not less than the container's refund value; and

WHEREAS, the Department of Accounting and General Services' Central Services Division plans, coordinates, organizes, directs, and controls a variety of centralized services including maintenance and repair of state buildings and facilities; and

WHEREAS, establishing redemption machines in state buildings and facilities will promote the program, overall recycling, and reduction of litter; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-Third Legislature of the State of Hawaii, Regular Session of 2005, the House of Representatives concurring, that the Legislature urges the Department of Accounting and General Services to place reverse vending machines in state buildings and facilities to promote recycling and reduce litter; and

BE IT FURTHER RESOLVED that the Comptroller is requested to report to the Legislature, at least twenty days prior to the convening of the Regular Session of 2006, on the department's progress in placing reverse vending machines in state buildings and facilities and any issues arising therefrom; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller and the Governor.
