HOUSE CONCURRENT

RESOLUTION

 

Requesting that the department of transportation coordinate the clean up and improvement of state lands at west loch, oahu.

 

 

WHEREAS, the State is the owner of certain public lands at West Loch, Oahu; and

WHEREAS, these public lands have great potential as a site for passive recreational use; and

WHEREAS, over the years there has been an accumulation of illegal dumping of garbage and other potential contaminants and pollutants on these public lands; and

WHEREAS, this illegal dumping is an eyesore and a potential health hazard and may negatively impact the nearshore waters; and,

WHEREAS, improvements to our shoreline will greatly enhance the beauty of our island State, increase the value of our neighborhood, and enhance its use for family and neighborhood enjoyment; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Department of Transportation is requested to coordinate the immediate clean up of the public lands and the nearshore submerged lands described in this resolution, as necessary, and establish barriers or other safeguards to prevent future dumping of garbage and potential contaminants and pollutants on these public lands; and

BE IT FURTHER RESOLVED that the Department of Transportation is requested to coordinate its clean up efforts with the City and County of Honolulu, the United States Department of the Navy, and private landowners in the area; and

BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to determine the feasibility of these public lands being improved to be used for passive recreational purposes, such as biking and walking; and

BE IT FURTHER RESOLVED that the Department of Transportation is requested to report on its clean up efforts and its findings and recommendations concerning improving these public lands to the Legislature not less than twenty days prior to the convening of the Regular Session of 2006; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Commander of the United States Pacific Fleet, the Secretary of the Navy, the Director of Transportation, and the Mayor of the City and County of Honolulu.
