HOUSE CONCURRENT

RESOLUTION

 

requesting the department of land and natural resources to establish procedures to permit lawful camping at mokuleia beach.

 

 

WHEREAS, many local families have been camping at Mokuleia Beach for generations for fishing and other recreational purposes; and

WHEREAS, certain portions of the Mokuleia Beach do not have comfort stations or restroom facilities; and

WHEREAS, due to the lack of such comfort station facilities, the Department of Land and Natural Resources will not issue camping permits for those portions of the public beaches; and

WHEREAS, in recent years new residences have been built in the near vicinity of these portions of Mokuleia Beach; and

WHEREAS, these new residents have complained of disruptive behavior and criminal activities in the area; and

WHEREAS, in response to these complaints, the Department of Land and Natural Resources has been citing these long-time campers for camping on Mokuleia Beach without a permit; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-third Legislature of the State of Hawaii, Regular Session of 2005, the Senate concurring, that the Department Land and Natural Resources is requested to establish procedures to permit the continued camping by local residents on all parts of Mokuleia Beach; and

BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to establish regulatory procedures to ensure that these camping activities are permitted to continue in a lawful manner that does not interfere with the rights and interests of nearby residents; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
