Report Title: Drug Abuse and Prevention; Drug Affected Newborns
Description: Requires the Department of Human Services (DHS) to implement a program to conform to the federal Child Abuse Prevention and Treatment Act to provide drug affected newborns and their families with referral services, safe care, and triage procedures. Requires DHS to seek federal grants. Requires DHS to adopt necessary rules to obtain federal grants. (CD1)
