Report Title: Substance Abuse; Health Care Benefits
Description: Allocates 1/2 cent increase in the tobacco tax that takes effect on 7/1/04, and an additional 1/2 cent increase in the tobacco tax, to prevention and treatment programs and services for crystal methamphetamine. Appropriates funds for evidence-based substance abuse prevention programs. Appropriates funds to permit parents with children under the age of nineteen to participate in residential substance abuse treatment and therapeutic living homes. (SB2153 SD2)
